This is a very fine line. Just be clear that "talking" about it in a public channel (trade, city, forums etc.) would still be considered advertising. Talking about it to others that want to talk about it in a private channel would not 'likely' get you in trouble.

I also wanted to touch on this, although I realize it's not exactly on-topic. Spamming is still very much actionable. Just because there is a throttle in place does NOT mean that you can spam the channels, with any form of communication.

You can still be squelched if enough people report you for spam, and you can still be actioned for spamming.

Yes.
You mis-understand.

You are allowed to run a casino in game.

You are NOT allowed to advertise a casino in any public (or private) chat channel or on the forums. This includes: General, Trade, Looking For Group, Local Defense, World Defense, Guild Recruitment, Say, Emote and Yell. The only chat channels that are not public are Party, Guild, Raid and Whisper (although you can still be reported in all three).


I was told that Party and Guild and Raid are now considered Public.

Can we get a ruling on that?

Party and Raid are. Guild is somewhat of a gray area, since it's (mostly) opt-in.

As far as casino advertising, though, no channel is permitted to be used for it, except for named private chat channels.

I suppose I am, but let's be realistic. A private, named chat channel that nobody else except players will join (particularly a passworded one), and is used to run a casino will, by nature of the way people chat, contain mention of the mechanics and such.

The GMs would recognize that, and so long as somebody didn't stumble into it through an advertisement elsewhere, wouldn't really be too upset if people were talking about what they're playing in private.

Let me provide some clarification if I may.

A Casino run within a private channel would be permitted. Obviously, discussion of what that entails would need to take place somewhere so discussion of the casino and how it works would also be permitted, within that private channel.

So within that channel you could discuss the rules of how you are running the casino.

It is the advertisement of said casino that is strictly prohibited. For those who may be looking for the loophole, we would consider getting someone to join a private channel through random invites or other misinformation and then covering what that channel was for, as advertising.

I'd say you have the basic gist of it, Phuze.

Also, keep in mind that these policies have changed before as we used to prohibit casinos in any form. This may change in the future if we find that players are being scammed though this practice, but for now, they are permitted.
So technically, if somebody made a website specifically for in-game Casinos that allowed you to find Casinos ran by specific people on your realm, and told them which channel to join and they didn't speak about it anywhere but that channel, it would be allowed?

Would be interesting to see a fully-functional website that had players listed down, and rated (trustworthy), whom are running casinos and what channel to join. Possibly an addon made that could record the data in some form and sent in to be listed as trustworthy on the site, etc etc.
