Definitely Frost Armor. Haste is awesome for frost.
How does the math work out so that crit til cap is valued less than haste? Seems a little strange to me on that one.

I believe it's only when using Invocation. Since the repetitive ~6 sec channeling actually takes up a nice chunk of your fight time Haste becomes slightly more valued for it.

While you're right that haste is good with invocation, you're wrong in claiming it to be the only time that Haste > Crit soft cap for frost.

Haste is always best for frost for these reasons:
-More frostbolts (duh.)
-More Bombs (yay!)
-More Brainfreeze procs (because of more bombs.)

You don't need every single Ice Lance to crit for your damage to be good.

In Wrath/Cata your damage was based on huge Deep Freeze and FFB crits.
That isn't Frost anymore.

Doesn't require Invocation. I actually had a little debate with a dev on this, and they were ultimately convinced. Remember that 600 rating grants 1% crit, but 1.41% haste.

Three quick comparisons, starting at T14N stats:

Frostbolt
Boss crit: 23.96% - 3% = 20.96%
Haste: 28.88% haste
Add 1% crit: (1 + 0.2196 * 1.06) / (1 + 0.2096 * 1.06) = 1.0087 = 0.87% increase
Add 1.41% * 1.05 = 1.48% haste: 1.3036 / 1.2888 = 1.0115 = 1.15% increase

FOF Ice Lance
Boss crit w/Shatter: (23.96% - 3%) * 2 + 50% = 91.92%
Haste: 28.88% haste
Add 1% crit (2% w/Shatter): (1 + 0.9392 * 1.06) / (1 + 0.9192 * 1.06) = 1.0107 = 1.07% increase
Add 1.41% * 1.05 = 1.48% haste: 1.3036 / 1.2888 = 1.0115 = 1.15% increase

Waterbolt
Boss crit: 23.96% - 3% = 20.96% -- no 1.06 multiplier from meta gem
Haste: 28.88% haste
Add 1% crit: 1.2196 / 1.2096 = 1.0083 = 0.83% increase
Add 1.41% * 1.05 = 1.48% haste: 1.3036 / 1.2888 = 1.0115 = 1.15% increase

ETA: That said, haste is significantly increased in value when you have Invocation. Crit and Mastery have no effect on Evocation, but Haste does, thus increasing uptime and the average multiplier.
