shadow pan rep: oversight or intended?

Sorry for the effective @ Blizz post, but I am curious on this one.

Heroic gear ilvl: 463

Pre-heroic gear ilvl for JP gear obtainable from Klaxxi at Honored rep: 450

Given the above, it's unexpected that the Shadow Pan also stock ilvl 450 gear, requiring Honored rep, but we seem to fall a few hundred short of obtaining Honored rep from leveling/questing.

As far as I can tell, we need to start dailies to gain Revered with Golden Lotus, in order to regain access to Shadow Pan rep gain questing, to achieve Honored rep with the Shadow Pan.

Wondering if this was intended.

(I know it's common practise to use pvp gear to fudge ilvls to meet entry level reqs for heroic queues. It just surprises me that this "legit" pve gear doesn't seem to be obtainable in a time frame that makes it obtainable for heroic dungeon gearing. I - and others - may have missed leveling quests though.)
I was in the same situation, but I just found 2 quest givers near the Ruins of Guo-Lai that gave me Golden Lotus and Black Prince rep and unlocked a bunch of dailys in the Golden Pagoda.
It's intended. They didn't want rep grinds to be mandatory so they made JP and VP gear weaker than the gear you get in heroics and raids respectively.

If you want to raid seriously, the rep grinds will be a requirement.
