Why won't my computer run ultra graphics?

Hey guys, just finished my new desktop that I was building for gaming and just wondering why I'm getting low fps on ultra or even high settings.
Here's my build-
AMD FX quad core processor - 4.2ghz
12 gbs ddr3 ram
NVIDIA GE force gt 640
WD 250gb 10k rpm hdd

Any help would be appreciated, I feel as though my computer should be able to run ultra graphics with no problem, also the operating temp when playing wow is right around 41c.
Also mention it's running win7 home.

That's the problem. The 640 isn't a video card with gaming in mind. You'll want at least a 660ti or AMD 7770 if you want to crank up the graphics quality.

What an odd choice of parts.

I woulda gone with 4gb ram or 8gb if needed and at least 7770 minimum.

Even with that card, I doubt that you can run it on ultra with everything maxed out. I currently have the 5870, which is roughly 25% faster than the 7770 and even I can't do ultra.
How much did you pay for that "10k RPM" hard drive?
Turn down shadows and Multisampling to low, and disable SSAO. Your FPS will skyrocket.

I have a lowly $20 video card (GT 220) (but I also have a 1600x900 monitor) and I get 20 fps on ultra, with the exception of those 3 settings on low.
