Anyone else notice this?

Yes, and thanks for the post. Hope that Blizz can figure out a way to update things and, perhaps, allow for single character visits to those "boss" areas, at level, as culminations to the areas (or some sort of culminating activities that would make things make more sense for newer players).

One possibility would be that when leaving starting areas (or at some point) you are taken to the Caverns of Time (using a 2nd hearthstone that goes, without cooldown, between your choice of home and CoT, along with explanation of CoT) and then you journey through time to the places you quest/dungeon at level.

That's an interesting idea. I'm all for using more of the Caverns of Time, i've always thought it was a really cool aspect of the game.
At the moment, nobody groups for the old world content (except for LFG, of course). It would be awesome to see instanced solo content where you assisst NPCs in downing the bosses. Or have the old world, updated with quest mechanics but not story. Nothing is broken by Deathwing or anything. You level through Outland and Northrend with updated mechanics, but not story.

Then you return to a broken world. You can choose what continent to level through, with the new world in a different phase than the old. You go through three or four zones, then go through the traditional Cataclysm content. Maybe you get the call to assisst your homeland. Say you're undead. You'll help relieve Tirisfal, Silverpine, and Hillsbrad. Maybe two more zones if the designer is feeling squirrely. Homeland secured, you take the fight to Deathwing in Hyjal and it's business as usual.

This would never, ever happen. But it would have been a nice experience. Maybe provide more than a single mention of the world almost ending at the hands of the Nightmare Lord, something we never saw.

But how lucky is Lorthremar Theron? He gets to literally do nothing, never interacting with the story in any way, and his homeland is one of five zones not to get obliterated by the return of Deathwing. LITERALLY the only change to his homeland is he got Battle Pets. What a mooch. Of course, this comes at the price of ruling Silvermoon with two schlubs, none of which have any backstory whatsoever. I mean, that little Leper Gnome that wanders the Undercity has more story than these three put together.
