UI question/help

UI and Macro
How do I get a UI like this, for example, I want similiar action bars, the custom picture for the priest lady, and the unique quest, talents, skill, character pictures and I've seen the blue ring around people maps before, but idk what it is, or what it does? please and ty.

Also near the middle, but on the left side under the character frame they have a picture of little blonde looking girl, I want something like that and the unique looking quests, skills, talents and character on the left side like in the picture, and how did they get that picture of the girl with the glasses on the right side?
The map in the upper right corner is probably "SexyMap" ( http://www.curse.com/addons/wow/sexymap ), but the map in the lower left corner is most likely from Carbonite ( http://www.wowinterface.com/downloads/info12965-Carbonite.html ), which is currently going through a major re-write to bring it back up to standards. It works, and is up to date, but parts of it need a lot of TLC to make them work properly again.

Other than that, all I can tell you is that I've seen that exact UI in threads before, and the person that started it always wants to know where they can download it. The problem is that it is a highly customized personal UI that one player made, and I don't remember if it was ever put up for download anywhere.

If you blow up the screen shot, though, you will find most of the addons that were used listed in those small black blocks just above the action bars.

Good luck, and I really hope someone can give you more help then I could.
anyone?
Dear god, my eyes. kgPanels to get the custom images on there but the images you have to get yourself. kgPanels only lets you display them in your UI.
Bartender or Dominos for actionbars plus Masque to get the funky looking buttons. You need to find which Masque skin that is yourself, I have no idea. Search curse for it.
All the info stuff is one of the info mods but very custom looking. You'd have to do some custom work to get it to look exactly like that. Check out one of the LDB displays like Bazooka or SLDataText or StatBlockCore then look up appropriate plugins that you want to display like latency, clock and the other gazillion infos displayed on there.

SUF for unitframes, kgPanels to get the borders around them, Recount for meter, XLoot for loot, Grid for raidframes, EavesDrop for combat log display, PowerAuras (or WeakAuras nowadays) for aura displays in the middle.
The funky menu button graphics are custom work. It's relatively simple to take any micromenu mod and put in custom textures but those button graphics you gotta find yourself. I haven't seen a mod with it.

Dear god, my eyes.

It's actually not that bad when you break it down. It just has a little too much flash.

You're awsome, ty so so much, but some of the stuff you said is really confusing, I'm not good with computers and all I know how to do is play games.
I also wish I could find the priest in the original screenshot who I could take to and have them help me ^.^
That screenshot is very old so the likelihood is that a lot of stuff is out of date or doesn't exist anymore. For example he's using FuBar for info bar but that hasn't been updated in a while which is why I suggested LDB based display instead. Or PowerAuras which has kind of stalled in development but you'd use WeakAuras instead which is pretty much the same thing.

If it's the kgPanels that's confusing you, and you need instruction, here are a few guides to speed you along:

This one is simple and shows you how to create borders around elements (like white borders around minimap and unitframes in that UI):
http://www.mmo-champion.com/threads/642110-Tutorial-Creating-a-simple-UI-with-kgPanels

Here's a nice video tutorial from the author of MayronUI who shows how he made some of the cool panel elements in his UI:
http://www.wowinterface.com/forums/showthread.php?t=43946

And what I suspect you need the most is the photoshop tutorial to show you how to import/create textures that you're going to use with your kgpanels (like the anime pics in that UI):
http://amitythepaladin.yolasite.com/index/tutorial-making-custom-ui-graphics

However, for the pics (if you wanted exact same ones) or the micromenu button graphics (like talents, character etc. buttons) you'd need the original author to get the same graphics. I don't know any art pack that has them available and I highly suspect it's some chinese or korean based site and never was available on the regular wow addon sites anyway.

For example, here is an art pack with interesting graphics, and the resulting UIs implementing those graphics:
http://www.wowinterface.com/downloads/info12873-GiganticTexturePack.html
Look through the pic examples in that pack and you'll see the kinds of UI you can create with them and you'll find the corresponding files in the pack needed to create it. But you have to put it together yourself.
You'd basically need a similar collection of images that priest is using in order to assemble it for yourself. Or you'd need to recreate the images yourself in photoshop, then import them into kgPanels. There's more to it as well, since there's clearly some custom addon work he's using (repair indicator, micromenu etc.) but most of it you can reproduce.
http://www.wowinterface.com/downloads/info12873-GiganticTexturePack.html

I went there, but I didn't see any pictures, only download an addon and I don't have photoshop, but will it work if I find pictures on google or something?
I'm going to bed now, just in case if you reply when I'm sleeping and I don't want you to wait up, thank you.
Sorry had a raid. When you open up the link (not the download of the pack. Underneath the Download link, there should be example pic, click on it), you'll see screenshots posted. Click on them, there should be 3-4 of them. They show examples of what UIs look like with textures included. I'm just using it to show you how you can use a texture pack and what it looks like once assembled using kgPanels.

Yes pics from google will work, but you do need to process them. If you don't have photoshop, use Gimp. It has all the functions you'll need, looks almost exactly the same, and you can still follow the
http://amitythepaladin.yolasite.com/index/tutorial-making-custom-ui-graphics
tutorial without any issues. You have to satisfy that the image has certain layers, certain size in pixels and is saved as a particular format. Just follow along and should be fine.
Are there already made UI's like I wanted in the original picture, but someone else has posted it on a website and I can just download it and my UI will like the one I downloaded because I liked or do I have to make it all by myself?
I've never seen that one made available, no.
You can look through other various compilations and see if anything appeals to you:

http://www.wowinterface.com/downloads/cat28.html
What does it mean by, Compilations & Suites and what do the different categories mean?
nvm, I figured it out, I like some of them, but I want to find one with amazing customization and artwork with anime and such :( and with the skills, talents, character panels.
I looked at all the ones on the website a quite a bit on google I can't any that really blow me away except one, but it lacks the unique panel design and anime pictures D:
There really isn't one. Graphical ones would be most likely for you but they won't be anywhere close to that original screenshot you posted.
I found some, but none have any anime pictures :(
I downloaded one thing that has a lot of themes in it and I like some, but how do I go about putting pictures such as anime pictures and my own skills, talent, social, and quest tab and such?
Also, I'm using the Totorox theme with Dead selected, but I want to see my picture and my pets and my targets next to the health bars, how do I do that?
