Why not just make PVP/PVE spells?

General Discussion
I mean why not at this point? Make spells act differently. Different coefficients in pvp vs pve. In BGs/Arena/RBGs all the spells change to reflect and same for world pvp.

If we are attacking mob A in pvp and we start attacking player B the spell does more or less damage, and the effects are different. Or would that require to much work? And you would have to factor in AOES and Heals.
Why change the coefficients of every spell when you can implement the same effect via secondary stats?
This is going to make people angry with me... but...

I'd rather pvp and pve become *less* seperated. My favorite memories of this game were when pvp players wore gear with very similliar statistics and you were encouraged to play both sides of the coin.
I wouldn't mind pvp/pve becoming one its just how to go about that tbh. I say kill resilience, give offer honor/conquest gear with my stamina and valor gear with more damage and make it be a mix and match trade off.
Because Blizzard thinks that would be complicated and difficult.

Yes, they think we're that stupid.
Because Blizzard is lazy.
Why not just make two separate WoW games? One for PvE and one for PvP

I've been arguing this for years. Blizzard seems to think this is a bad idea. So we end up with what we have now. :(
