That is my spec! Obviously it needs alot of work, almost just a new cpu, but that is not possible at this time so I need help making it a bit better. What should I start with?

Remember that WoW is pretty CPU intensive, especially during raids. So technically the CPU could be improved
It could be and if he wants to blow $190-$210 on an I5 that'd be ok, but the Radeon 6670 is much slower than the I3. Better to upgrade that first.
