Quoting HTML characters

When I quote a post that contains HTML characters such as less than (<), greater than (>), and ampersand (&) it instead types their HTML Character Entity Codes &lt;, &gt;, and &amp;. Repeated quotations will of course continue to convert the & in those codes to &amp;.

Also, it appears when generating the mouseover preview, the forum deletes everything between < and >. I understand the purpose of this but it breaks the preview for anyone who is legitimately using those characters.
