Hey guys so right now i have a Toshiba laptop with a Intel integrated video card........yeah i know. Anyways i want to be able to play some games such as LoL, WoW, and of course Starcraft 2, BUT i dont need Starcraft 2 to even run on medium i like low settings alot more then ultra and as long as it can run it at 60 FPS then i am happy. I already have a monitor, mouse, keyboard, speakers, and a copy of Windows XP. Make this build as cheap as possible please i am poor :D
Low settings? No problem!
You can build a screaming system for $500 that will paly any game on low settings.
Cheap everything in fact. CPU, GPU, RAM, PSU, Case, Everything can be bought for under $50 each.

you could get a cheaper video card like the Radeon HD 4670 1GB http://www.newegg.com/Product/Product.aspx?Item=N82E16814161315
i think the cpu is now amd phenom ii x4 965 ... $134.99 and $15 off coupon on newegg
and for 30 more bucks you could get a better reviewed case http://www.newegg.com/Product/Product.aspx?Item=N82E16811129042
i dont know of the asrock company for the motherboard but it has a lot of reviews.. i recommend asus/gigabyte for motherboards
and i got a samsung 1 tb hard drive for $60 if you dont mind paying 17 more for that
good build, but get the GTX 560 instead of the HD 6850. It's 10-20 dollars more and a good performance improvement.
If you only want to run on low you can go and buy a 6800GS nvidia, they probably cost $20 now, its a 6 year old card, and my comp w/ that and a pentium 4 and 2 gigs of ram plays sc2 fine on low, 40-60FPS.
You should be able to get a comp like that for around $100 or maybe less.
