I just started having this problem as well. I changed the map textures and its like all the functions broke. The FILL tool works, but paint, smudge, blend etc etc doesn't. I have tried everything. I even exited the editor and restarted, but it still does not work. Not even on a new fresh map.
It would be great if we could figure out how this occurred so that we can fix it.
In the interest of getting your editor working again though, you can probably just reset your editor registry settings.
Open the Registry Editor by hitting Windows+R, typing in regedit, and press enter.
Find the StarCraft II Editor registry settings under HKEY_CURRENT_USER\Software\Blizzard Entertainment\StarCraft II Editor. If you rename or delete this folder, the editor will start from fresh settings the next time it is run.

These are the steps I went though before it happened.
1. I created a map with the char textures.
2. Got finished with the layout and decided I wanted to change the textures cause it seemed too dark for me.
3. I went to the menu Map > Map Textures and changed it to Mar Sara
That's it. Everything changed fine. I wasn't happy about some of the blending so I tried to blend a lil bit more. That's when I found out that the tools were broken.

While this is SOMEWHAT of a fix, it still does not work as though I hoped it would. It still only partially adds the texture which requires me to do at least 2 passes if I want to completely cover an area. Plus, the fact that it only does it with Mara Sara textures confuses me. And I hate changing the size of the minimap preview, because I can't ever get it to be viewable again. It won't allow me to click and drag it back down to be viewable. I am quite frustrated still, but it will have to be enough for now. Thanks again.
Yes, I myself have had problems with the Mar Sara tileset in the past. A blue - I forget who exactly - gave me some working advise: go to that texture in the data editor and remove its height map. After I did that, I could use the tileset without problem (that is, until I created a new Mar Sara map...).
Do note that this is with the Wings editor; I have had no problem with Mar Sara tiles in the beta editor.
