what do i need to be able to stream?

If your comp struggles on the lowest setting probably not. I find streaming causes a bit of lag even with my highly capable comp.

One of the most important things is your upload speed though. You will need at least 7-800 mb upload speed (which is what I have) or it will look really bad. Like gsl free stream bad.

I'm by no means an expert, just my limited experience.

Not sure on the requirements but you can try this out:

Go download this software:
http://obsproject.com/

Setup and account on twitch and go to your dashboard:
http://www.twitch.tv/broadcast/dashboard

Under scenes right click and do add new scene.
Under sources right click > add software capture source > choose either monitor or window capture. Probably monitor capture.

Go to settings > broadcast settings
Choose live stream > twitchtv/justintv

Past the url for your dashboard into the dashboard link (mine is http://www.twitch.tv/broadcast/dashboards/wraithcube)

Go to http://www.twitch.tv/broadcast
Click show key > copy the key into the play path/stream key field

Adjust the video and audio as needed.
