What features does this bring to the table that is useful for map makers besides preloading banks. Such as the preload data section what difference is it form how it loads now?

The primary reason we added this was for the Wings of Liberty and Heart of the Swarm single player campaigns. Many parts of the campaign bring you back to the same map but with a different state, so we needed a way besides the automatically generated preload list per map to identify what needed to be preloaded before triggers had a chance to run. This is very important in a streaming build because we download all data the map needs early in the loading process for a map. If you'd like to see examples of how it's used, you can look at the Liberty Story preload data. Note that it also makes use of the Bank Condition catalog to handle story mode conversation state preloading.
