Consistently slow response time, since 2.4.0

Ever since the patch BEFORE the one that downloaded the 14GB of data (2.4.0 I think??) SC2 has been incredibly laggy. When playing multiplayer it takes more than a second to process any action except for jumping a screen location with a screen hotkey. This includes playing the A.I. etc. Also, sometimes the menus are buggy too, where I can't click "Play" or the buttons for 1v1 and 3v3 (sometimes the Play button shows a little lock symbol and is grayed out before I have clicked it) although that can pretty much always be fixed by going back into the main menu and coming back to Matchmaking. I was hoping the release of HoTS would fix this, but it hasn’t so I’m coming here for help. Single player is fine.

I have tried basically everything: removing cache files, the “variables” folder to add some extra line in didn’t even exist, reinstalling, turning off my firewall, lowering my graphics settings to all low, turning off IPv6, repaired disk permissions, changing my DNS addresses, etc.

I’m 100% confident it isn’t a network issue or a hardware issue, as neither of those have changed a bit from before all this lag began to afterwards.

This type of slow response may indicate a corrupted Battle.net cache folder. When you reinstalled, did you delete that folder as well?
