Battle.net Balance is a new feature that allows players to add funds to their Battle.net account. The balance can be used to buy Blizzard Entertainment products and services directly through Battle.net such as World of Warcraft character name changes, realm transfers services, and other paid services; as well as digital versions of select Blizzard Entertainment games including Diablo II, StarCraft II, and World of Warcraft digital upgrades.
Note: At this time, Battle.net Balance may not be used for Blizzard Store purchases such as digital pets, mounts, or apparel and collectibles.
In addition, with the upcoming launch of Diablo III, players in certain regions will also be able to use their Battle.net Balance to acquire items from the game's currency-based auction house. Diablo III players will also have the option to increase their Battle.net Balance by selling items in the auction house, and using that balance on future auction house purchases or to buy Blizzard products. For more information on the Diablo III auction house, read the Diablo III Auction House FAQ.

Basics
How do I add to my Battle.net Balance?
When you log in to Battle.net Account Management, you are able to purchase Battle.net Balance funds through a variety of different payment methods, such as debit or credit cards or a variety of region-specific payment methods. Any amount you add to your Battle.net Balance will not be refundable (except as otherwise provided by law). Please note that depending on the payment method, it may take some time for the Battle.net Balance you purchase to become available to use. You will see which options are available when you log in to Battle.net to add balance.

How long will it take for my recently purchased funds to appear on my account?
To ensure the security of every Battle.net Balance funds purchase, you may experience a delay before your recently purchased Battle.net Balance becomes available for use. Credit card purchases may take up to 3 days to process.

Where can I see my Battle.net Balance?
Your Battle.net Balance will be visible in Battle.net Account Management, as well as in-game in Diablo III.

What currencies can I use to increase my Battle.net Balance?
In general, you are able to increase your Battle.net Balance using your local currency (in EU, for example, players will be able to use Euros, GBP, and RUB). In certain regions where game realms and servers are shared by players in multiple countries, you will be given the option to choose one single currency. However, please note that Battle.net Balances for different currencies are tracked separately and cannot be used interchangeably. For example, you cannot use Battle.net Balance purchased using U.S. dollars in a non-USD-based auction house, and you are not able to transfer Battle.net Balance purchased in one currency to or from Battle.net Balance purchased with a different currency. You will see which options are available when you log in to Battle.net to add balance.

Is there a limit to how much I can store in my Battle.net Balance?
Yes, there are limits on how much Battle.net Balance you may purchase or accumulate. For accounts without an authenticator attached, the Battle.net Balance limit is lower than for those with an authenticator. Different currencies have different maximums. If the amount of current balance plus the amount you wish to add exceeds the maximum cap, a display will pop up informing you the balance cannot exceed that amount. Please see the table below for each currency's maximum values. Please note that Blizzard reserves the right to change these maximums at any time.
| Currency | Cap | Authenticator Cap |
|---|---|---|
| USD | 250 | 100 |
| MXN | 3500 | 1300 |
| BRL | 450 | 180 |
| ARS | 1000 | 500 |
| CLP | 127,000 | 50,000 |
| AUD | 250 | 100 |
| GBP | 170 | 80 |
| EUR | 200 | 100 |
| RUB | 8000 | 4000 |
| KRW | 500,000 | 100,000 |
| NTD | 7,500 | 3,000 |
Can I convert my Battle.net Balance into cash?
Any amount you add to your Battle.net Balance, either through an approved payment method or by adding Diablo III auction house earnings to your Battle.net Balance, will not be refundable (except as otherwise provided by law), and you are not able to convert that Balance into cash. Battle.net Balance can only be used to buy designated Blizzard Entertainment products and services or to acquire items from Diablo III's currency-based auction house. In certain regions, Diablo III players may choose to receive cash, rather than add to their Battle.net Balance, from the sale of an item from the currency-based auction house. Those players will be able to do so via PayPal for an additional fee. Players will need to determine which method they wish to use at the time they post their auction. For more information on the currency-based auction house, see the Auction House FAQ.

POSTED TO THE MASSACHUSETTS BBB WEBSITE:
Blizzard.net is the online service associated with payment for World of Warcraft. They do not allow you to transfer money from the Battlenet account to pay for gameplay, even though they know that most likely thousands of people have done this. I lost 50 bucks, but many have lost a great deal more. I respectfully encourage the BBB to investigate their fraudulent activities and refund the user's mistakenly deposited money.
Please contact me with any questions.
Thank you

Use the balance to buy a few expensive items/gold off the RMAH with the balance, and sell them back but make sure to cashout to paypal when setting up the auction.
From there, you can easily use the money to pay for anything, or withdraw it to your bank account.
