It doesn't help for a tank forgetting to swap or a hunter standing in a flame arrow. Penance seems like it's pretty good but it's really weak (I think they keep it pretty low because buffing it would make Disc damage too high).

We're talking about spot healing here though, not blanketing the raid in PW:S.
Also, those situations seem like they'd be ideal for PW:S simply because it's an instant cast. Granted, your PW:S on the tanks will mostly be for Raptures and so isn't used for spot shielding, but a 300k shield on tank every 12 seconds on average provides decent coverage amidst all the incidental healing.
Finally, what spell in our arsenal is actually stronger than Penance for spot healing? A GHeal with 2x Serendipity and the 2-piece bonus bursts for more, but the downside is that it requires ramp up to get those stacks.
Hrm. Yeah I thought about it some more because you're right ... on paper PS:S and Pennance SHOULD win out but that definitely isn't what it feels like.
I realized having CoH to be able to follow up and heal up the group after you've been neglecting them to spot heal is where the real power of Holy comes in.
As Disc I tend to fall behind on the rest of the group if I have to spot heal too much.
HW:S + A few flashes at +25% crit ... followed up by a fast GH is pretty amazing too though. They're probably about equal depending on your build.
Every once in a while when procs line up my GH lands for 800K though and that is just delicious.
I have a feeling a lot of this is specific to my group. The constant is a Monk healer and we've been trying out other healers.
