It's a lot easier for them to gather data figures from Fury Warriors in regards to whether they're using SMF or TG if they're seperate talents, which lets them more easily determine if it's viable to have SMF in the first place, or if they're significantly out of a alignment from a balance point of view.

Because blizz doesn't have the tech to see what gear people are using.

Relearning talents may be time-consuming while leveling and initially gearing, but really, think about it — nearly every change from TG to SMF will involve enchanting and gemming at least one new weapon. Compared to those costs, fifty gold may as well be an eat-in tax.

People don't always log out in their Fury gear. They might log out in RP gear, or Tanking gear, or whatever. It's much easier to simply parse a talent tree and say "SMF or TG" than say "Look at their Weapons, oh it's a shield and a sword, guess we'll have to try again later!"

And no, they won't run the checks while you're playing, because that's a waste of valuable server resources.
