The latest word is that DS and CS share a cooldown under the new system, or else there wouldn't be any real benefit to adding it to Sanctity of Battle.
DS, in the new form, will hit like a limp noodle but you'll be able to swing that limp noodle a little more often (you're looking at maybe 2k damage per target -- less than even judgement against a single target). It's never going to be back in our single target rotation.
I have a gut feeling that the new system is a slight nerf to our overall damage output in AOE situations.
