Exactly what it say. I am tying to download the updated tools (what ever that is) and after downloading +/- 10% of it, the orange "initializing please wait" disappears, and I get the chash:
"Updater Connection Timeout"
I have no idea what is going on. Is it possible the server is overloaded and I just have to wait?
If this is part of the 4.0.x patch, I already did this like 5 times (since I would do it, and then it would revert back to "completed" but I would need to do the updated tools thing). The thing is, I've never had problems with it before.

Make sure that you are on the administrative account for the computer, and if you are on Windows Vista or Windows 7 try right-clicking on the shortcut and running as administrator instead of double-clicking.
If that does not work, you can also try to take ownership of the entire World of Warcraft folder, which can sometimes fix this.

If the issue still persists, it is potentially caused by security software.
There are a number of security programs that are causing this right now, so you may try temporarily disabling or uninstalling your security software long enough to get the update.
Otherwise, you may try patching in safemode with networking (http://us.blizzard.com/support/article.xml?articleId=21148) or temporarily uninstalling your security software for the duration of the patch installation.
