Go into the World of Warcraft > Data folder. Do you see a file called wow-update-13164.MPQ? If you do, delete it and start the launcher again.

Let me know what happens?

I was having this exact same Error 134, deleted the .MPQ file, and now I am having an issue where the Launcher says it is trying to download 480.2 MB of data, but it cannot connect (as in, it is downloading at 0.0 KB/s). I can't do anything about my firewall settings, because I am on college internet with a security package that I have no control over, but I've never had a problem patching before during this semester. However, after opening the Launcher, the wow-update-13164.MPQ is back in my Data folder. Deleting the folder and attempting to directly launch the Wow.exe from the World of Warcraft folder, it gives me what appears to be the exact same Error #134 as above, even though the folder is gone.

I personally have not heard anything about them blocking ports. I would check with Rogers about that information.

Try uninstalling Avira and then run the launcher again to see if that helps. Also, try deleting the wow.mfil from the World of Warcraft folder before you run the launcher.

Has this system ever had McAfee installed?

I just today had a similar issue, and thankfully the fix is simple. Open up Internet Explorer, and ensure that it hasn't changed your Proxy settings or set itself to "Offline mode". I had a recent internet outage due to weather, and IE apparently auto-switched itself to offline mode - which in turn makes the Blizzard launch tool fail. Once IE was back in operation, so was WoW.

I'm surprised this isn't in Blizzard's basic troubleshooting steps for this issue. I've spent so much time banging my head against a wall on this one, including the recommended step of doing a complete uninstall. Since I have a digital game copy I had the misfortune of finding out I couldn't even get the digital install launcher to work.

The simple act of loading IE (which is far from my normal browser, icky) and removing it from offline mode has cleared the errors I was getting. Now I get the lovely wait of redownloading everything before I can play again.

If any Blizz techs read this, please bump this process in the steps provided to your customers. It's much easier and far less time consuming to correct a simple error of this nature than to drag heels through days of mud.

I recently had that same issue today and after trying all the usual fixes (checking ports, deleting cache, etc. I would have never thought to look into IE. Thanks for the save.
