Engineering Recipes: Where are they?

I actually discovered one upon creating my first Cata engineering item...some sort of Invisibility add-on for my belt that I can't use until more Obsidium Ore spawns so my Engineering skill can get up to 500...

Just the tinkers, i got mine up to 525 and discovered them all except the int boost on gloves so it doesnt seem that rare (either that or i'm damn lucky) |

There are NPCs in Twilight highlands that act as recipe vendors like the ones in Dalaran. You have to unlock them through a phased questline.
