Warrior dps cooldowns need to share a lockout long enough to prevent mashing all at once and then mashing anything you like in pvp.
Giving fury more damage (maybe by relaxing hit or putting hit into a talent) in a sustained manner is good. I just don't see arms being pve and pvp viable at the same time without breaking the meta game. High hit works pve vs pvp too since it presents a huge waste of stats where arms crosses over way too easily.
Change smash to a neucrotic strike mechanic (and adjust the cooldown) which fits since warriors were the original MS. Then they can have pvp pressure but not roflstomping burst when burst like that is exactly what the devs were trying to get away from.
Blizz has created a situation where even when stacking them does not give warriors very competitive dps in a raid setting. Preventing Warriors from stacking CD's in PvE would just lower their dps more. Blizz is keeping CS which is a dps warrior rotational ability so having it lock out Death Wish, Deadly Calm or Recklessness is a major problem considering the 30% uptime on CS.
Blizz needs to lower warrior burst while somewhat buffing (or maintaining) raid dps. For that to happen some of the damage of CS needs to be transferred to passive damage increases in some form that allows CS to be nerfed without needing to increase the duration. At the very least CS needs to run off the old ArP cap mechanic in some form. Keeping warriors from hitting naked targets would be a go a long way in reaching that goal.
if they nerfed CS to 80%, and buffed "across the board" damage slightly (5%), allowing warriors to get full advantage of the 12% armor pen reduction (sunder or expose armor) they're all likely to have in a competitive raid setting, then you still have 92% arPen in PvE when CS +12% arPen from sunders is up, but in PvP, unless someone lets themselves get sundered 3 times, it'll be 80% arPen.
couple that with some shared lockouts of dps cooldowns, or better yet, just redue inner rage, since it's totally gimp, and borderline unusable by anyone but prot, or people who macro it to overpower, and /cancelaura it on everything else.

The problem is more Recklessness combined with horridly low plate class crit rates, really.
Warrior overall damage is being balanced around a sub 10% crit rate in PVP, you cannot have three strikes guaranteed to crit on demand with the large damage buff that is CS with resilience not reducing crit damage. (Woah, run on sentence here.) It will inevitably lead to retarded stuff like 80k across two globals.
2H DPS specs need some crit baked into the specs, with the actual ability damage brought down to compensate.
Or just nerf Recklessness. Fury talent to bring it back up. Done.
Warrior burst is LTTS Mortal Strike, (enraged) LTTS Overpower With a (Enraged) HS woven in. Those 3 abilties are also propped up by: Recklessness, Inner Rage, Collosus Smash, Trinket, and Mastery Procs.
LTTS = 30% damage bonus, Recklessness = 100% damage bonus, Inner Rage = 15%, Enrage = 10%, C-Smash = varies, Trinket = 3000+ AP for that burst period.
Fury pvp, if they kill you with Deathwish + above, you had it comin.
Fury's burst is just as retarded, if not worse, especially with mastery stacking.
Mastery of course being an absolutely terrible stat for Fury sustained damage, is just GREAT for attempting to global people.
