here is the situation, most of the officers and GM are starting to get busy with rl or other games and are not really too active on WoW as much as they used to. not a big deal rl happens ;)
I would like to have some input of what everyone else looks for in a officer so that i can get some more people in the right positions.
I think that I have responsible people in as officers now, but i am about the only Officer that does promos, monitoring guild chat, and managing the guild bank.
The link below is to the Officer Guide. It was written a while ago and is very applicable today. I think some of your questions can be answered there.

An officer should be a mature, responsible individual who is enthusiastic about maintaining your guild and helping it grow. With officers who are really into it, your guild can accomplish some really great things and have tons of fun!
They should also be a great example of the sort of attitude you want to promote. Hardcore raiding guild? Your officers should be online ahead of raid time, ready to go with flasks, food, and the proper gear, having read the strats and worked out how best to communicate those to others. Into PvP? Look for someone who spends their free time in the BGs and Arenas or leading attacks on the other faction's leaders.
In the case of my guild, we're primarily social, so I look for officers who engage with people, draw them out of their shells and make them feel welcome and at home. They concoct great ideas for guild activities to promote camaraderie and are always willing to lend a hand if someone's having a tough time.
...though actually, officers who are engaging and outgoing probably aren't a bad thing in general. But if you have an officer whose only responsibility is to maintain the guild bank, say, then maybe they don't need to be as outgoing, so long as they're doing a good job with the gbank.
TL;DR - Look at what you want from your guild and what you need from your officers, then look around and see who best exemplifies those qualities.
