To hold you over until a better solution appears, I went ahead and dumped db.mmo-champion.com into a json file. It has almost all of the fields that the offical API provides. I went ahead and just put one item on a line since people were already having trouble with the AH data dump size. If you are using PHP you would want to just read it line by line.
If anyone would like some additional data that is easy for me to add I could go ahead and make a second dump with extra fields. The same goes for any other static data that isn't currently provided.

While that's true you can't verify it, it's better than we at least start with a dump like this and perhaps spot check it against the live api rather than just troll through item id 1 - xxxxx and get ourselves banned trying to create our own item caches to lessen load on blizzard servers in future hits... yeah?
The biggest thing for me is the Faction associated with the quest. I did a parse of Blizz's API and just stored quest ID's 1-29500 into my own personal DB so that I could do searches on the name.
Here is the tool I am currently developing: http://dev.cisology.com/
(Load up a character, like Natrina, then search quests names of "Wanted". You can have specify no quest name, which returns all 10353 active quests, but it takes 30+ seconds for the matching to work. I need to redo a whole bunch of things, but its a solid proof of concept)
Basically, it will allow anyone to load their character in and then do a search for all quests of a certain name. From there, there is a zone by zone break up of all quests that match that criteria, telling you % of quests [in]completed, and links to wowhead. Currently the API doesn't store the faction, which means I can't filter on it, resulting in many duplicates and skewed results. Lots of work needs to be done, and more filters added of course.
Thanks for any assistance you can provide.

Unfortunately we don't actually store faction right now either. Wowhead doesn't have any XML for quests either, so you would have to sc*%*! HTML. You might be able to pull a list of quest IDs from the addons that do something similar in game though!
This is a new item dump for 4.3 again all the raw data, dumped with itemid as file name
also the 4.2 data is mirrored there now too instead of a file hoster:
