I understand that using public chat channels for gambling in WoW is againts the ToU, but private gambling, such as in a guild raid, not advertised in a public channel, is allowed. A link is below with the blizzard response to that.
The channels include, but is not limited to, guild, raid, party, whisper, real ID convos. Anything that appears in the chat box is under ToU. The only time you can make any mention of this game (including "Who want's to play XYZ?") is outside of WoW via Skype, Ventrilo, what have you.
With that said, I don't know of any addon that has done that. I would hope that any addon of such nature was banned which would be the reason you cannot find it.
The blizz answer said that advertising of any kind is not allowed, nothing about the execution of the game. It even says that private running or opt in of a casino is allowed. I am not advertising, I am merely executing the game in the raid chat. Advertising is what is not allowed based on what is in the link I gave, while execution is allowed. Accepting peoples rolls is not advertising, it is the exectution of a private game, which is allowed.
The fact that you think this game should be banned has nothing to do with the fact that it is allowed, so long as there is no advertising. I am not doing this for trade chat, I am not doing this to scam people, I am not doing this to try to cheat people out of gold. I am merely using it for down time during a raid with my friends, all of which can privately opt in or out, which again, is acceptable according to what the blizzard link is saying.
