"Official" Crimes - Feedback Requested

In order to make it easier for both the watch and criminals to violate and enforce the laws, the watch is proposing the follow list of "official" crimes for Stormwind. Other players' input is greatly desired! These are not set in stone! The point is basically to give everyone a framework for knowing in advance what will and won't cause trouble ICLY with the watch. That way no one gets on the wanted list by accident, and people also don't have the false expectation that something like sexual harrassment or a simple bar fight is going to be something the Watch is going to care much about.
Now for the list: Crimes Against People: Murder - intentionally killing one or more people Attempted Murder - same as above without the success Assault - physical harm to another person short of murder @#@# - forcible sex against the victim's will Crimes Against Property: Arson - destruction of property via fire Vandalism - destruction of property (other than fire) Burglery - breaking and entering into a structure with the intent to commit theft Robbery - taking of property from a person by force or threat of force Theft - taking of property from a person Blackmail - taking property from a person via coercion by threat (other than force) Fraud - taking property from a person via perversion of the truth Crimes Against the State: Treason - attempting to overthrow the government of the state to which the person owes allegiance Sedition - incitement of resistance or insurrection against lawful authority Other: Resisting Arrest - violently or passively refusing to cooperate with arresting officers Interference with a Watch Investigation - purposely hindering a criminal investigation Conspiracy to commit - Assisting other persons in committing any other crime Disturbing the Peace - Catch-all for disorderly conduct in public We think that covers most of the major crimes players are going to care about committing. Thoughts? |

Smuggling - possesion, sale of, or attempt to sell banned items or substances Also, Slavery - possession, sale, or attempt to sell any living member of the sentient races as property |

If you're the Scarlet Crusade, sure. The actual Alliance is full of all sorts of different cultures, however, so that would be a more touchy subject. Now, I'm sure defiling the Cathedral's altar somehow or another would be a crime, although you'll have to be very specific about what you consider blasphemy and heresy. I can only imagine you'll meet resistance against those who enjoy being free to speak what they will if you arrest someone for speaking out against the Light, without actually doing anything to harm the church.

Well, from my understanding of the lore at least, the relationship between the Cathedral and the government authorities isn't of a nature where blasphemy or heresy would be considered crimes from a legal standpoint.
They certainly aren't crimes that the Watch is looking for, unless there's some huge public cry for it (which I'm pretty sure there won't be). |

(( Very cool ideas! I suppose the really interesting part will be trying to gather evidence against a player, to support a conviction for the crimes you've outlined. Should lead to some awesome RP!

((I would think blasphemy and heresy would fall more under Pia's domain than the Watch's -- though, we're not going to go after someone for having or preaching another belief system. Not all of our members are Light worshippers, even.
I think the list above, with smuggling included, is every crime I've seen RPed and then some. I think a nice list of contraband items might be in order. It should focus on demonic items or addictive items (like that flower from Eversong?))) |

Needs more infractions? Fishing without a license, public campfires on a no-burn day, and littering (you've seen the canals, right?). Stupid in a No-Stupid Zone --wait, scratch that; it's a felony.

One of these things is not like the others >_> Actually I don't know that there would be a lot considered contraband in this world, aside from slaves. Azeroth doesn't exactly have a ton of drugs, and weapons are totally legit. Maybe weapons of mass destruction, like the mana-bombs that Kael'thas's elves used in Terrokkar, but you'd almost have to get the Kirin Tor to look into it.)) |

This list looks fine to me.
There used to be a judicial system with a pool of lawyers and judges and we held several trials. It made for good rp. That being said, as with many things, it degenerated into drama from the people who "wanted" to be tried until the sentence was handed down and then it was, "Oh, I changed my mind. I'm not going to accept punishment," or "My friend paid off the judge." Even so, a firm list of crimes is good and this looks good to me. If people want to go on to the judicial system, I can explain how we, we being CC, did it. |

The nature of any kind of authoritative RP requires 100% willing participation from those involved. I remember when I was an officer in Modas, an organization that allows its officers to levy "RP death" on anyone for any reason (all in keeping with the concept of an evil secret society), I had a rough time understanding how to actually implement something like that.
To me, if someone says they want to be involved in something like this (and I do!), they need to understand they're placing themselves in a position where someone else can potentially dictate consequences for their character's RP actions. If someone turns around after being slapped with a criminal sentence and says "Nope! Do over!" or something else similarly asinine, the appropriate response to me seems to be "You wanted to do this. When you decide you do again, get in touch with us." In short, if they're only going to keep doing it as long as they would never suffer any negative consequences, I don't see the point in including types like that. I love the idea of something like this; there's every possibility Rage here might commit some actions bordering on warcrime "atrocities" in his zealous urge to destroy the Horde (then again he might not; I'm figuring out how far I want him to go with some things), and something like this could make for engaging RP. |

Any number of things could be considered contraband, as hinted by various cities, quest lines, even logical things from the RPG books despite how 'not expressly canon' as some may now be.
I am certain there is more, but that is the kind of stuff that initially comes to mind. Of course, different factions would have very different ideas of what would be contraband, and many things may not be applicable within certain cities. Why would a Forsaken apothecary need to give up their Plague-related items, when they have to deal with such things for study? Absurd idea, that. I digress, however. Just ideas! |

This is a good point. What happens when someone rejects a reasonable set of "consequences" for their actions? Back on Hell--I mean, Moon Guard--the guard guilds handled this by suddenly and inexplicably becoming total incompetents when facing villains. In fact, it was expected; if the villains decided they wanted to get away, you were to accept anything they wanted to do, up to and including perma-killing your character. I quit a guard-type guild after the GM tried to discipline me and my team for MY ordering them to retcon an incident out instead of all five of us having to delete/reroll or re-originate our characters. (Nelf priests with fully-automatic handguns and explosive rounds? Yeah, no, I don't think we had to accept that.) I don't want to see this happen to CC, with or without perma-deaths. What do y'all suggest to do about folks who flout the law and expect to get away scot-free? |
