I downloaded the mobile armory app for windows and ive leveled up to 19 but armory is still stuck on the level that when I downloaded it

If you downloaded an Armory build for Windows Phone, that's not developed by us, it's a third party. That being said, are you saying that you leveled "Jucyq" to 19? I'm currently seeing you displayed as level 6.
