I currently have Varo'then's Brooch and Creche of the Final Dragon. Is Rotting Skull better than either of those two?

Depends on the boss fight. brooch is good for fights like Morchok, yoshi, and blackhorn whereas the skull is ideal on fights like hagara, warlord, spine, and madness. There's phases in which your damage is increased and when you'd want to pop that trinket, like during cataclysm.

Personally the only fight I think Rotting Skull is good for is Spine.
