has its pluses and minuses, the good part is that it cant be avoided unless grounded or cloaked... bad is that it can be dispelled... also the range of it is ridiculous, not to mention its actually a really good stun....

Hex can be dispelled yet it still has a cd, will cyclone doesnt and you cant dispell it. Yep that makes so much sence.
