Based on the retrospective from Blizzard, it seems that the Tier 12 belt from Avengers of Hyjal Honored reputation is the intended belt.
However, if you look at the male fire druid form via Leyara's Locket, you see that there is indeed a red version of the Dreamless Belt, a 359 tailoring belt.
So I have to ask the question, why is there no red version of Dreamless anywhere in the game available to players? If there is a complete Tier 11 normal transmog set with belt, why is there asymmetry in the Tier 11 heroic, when a similar item exists on fire druids, and the inventory thumbnail of the belt is red-themed anyhow?

I have asked elsewhere and it seems that this problem is not exclusive to mages. Why the inconsistency?
Since blizzard went through the trouble of implementing a transmogrification feature, is there a way that such discrepancies could be addressed on a case-by-case basis so the equipment sets tend towards completion?

The answer is very simple, because no raid gear with the mage belt model exists. Therefore, no heroic version of it. Therefore, no xmog belt for the heroic T11 xmog.
Belt of Arcane Storms is the cloth DPS T11 raid belt, and Belt of Arcane Storms is its heroic version. Those are the only Tier Eleven Belts that drop from raids (aside from the Priest Look-Alikes).
The Dreamless Belt matches with the Mage tier 11, but is made from tailoring, therefore, has no Heroic counterpart since Tailors do not make heroic raid gear.
Unfortunately for you, your problem is one that will very unlikely go addressed, however you do have an answer why.
