Given Pandaria's backdrop I suspect these to be some native yak variants (Mongolian influence, perhaps), but unlike the Taunka in Northrend, these have been given a new model from the ground up - not just a replacement head.
Evidence just keeps pilin' up!

...That's a Taunka.
This race is not Taunka; Taunka are buffalo variant, whereas these are clearly not. Again, these are likely some yak or ox variant based on the horn design; point is that the base modelling has been redone (unlike in WotLK where only the Taunka's heads were replaced), and five will get you twenty that the base model will be used as a new Tauren model.

Pretty much this. You can't just dump a new skeletal animation system into old model geometry...at least not if you want the model to look good. I'm not saying new models are a 100% certainty, but it seems like it would be even more work modifying the old models to accommodate the new animation system.
