Seriously, it's player preference for their class' Mastery. For instance, as a Pally with Mastery granting a % of my heals as a damage shield, I love to stack Mastery and OH like mad... suddenly the tank isn't taking wicked damaging hits, just harsh ones. Traditionally Pallies go for Haste because we're good with mana regen. Resto Shaman Mastery becomes more important the lower the tank's health is but if the tank never gets low (perhaps because he's a good tank and has a Disc Priest and Holy Pally slapping mad damage shields on him) the Shaman Healer will forego their Mastery in favour of Haste and Crit, which their class has further mechanics that benefit from these.
Ideally, in a well-balanced expansion, there is no cookie-cutter "right answer". With mana regen coming solely from Spirit in MoP and a less extreme scale of wanting mana regen (i.e. at the start of Cata healers REALLY wanted Spirit for regen, and now we don't care about it in end game much), we'll have the option of exploring the extremes of stacking Mastery, or Crit or Haste, or making a personal mix because geming pure Int won't be "the answer".
