Death Knights are stigmatized, most common folk still have a natural fear to them as well as a natural hatred of them that was built up over a long period of time. These types of things do not go away overnight, nor does it help that they are a reminder of what everyone lost during that conflict.
Add on to that fact that to survive Death Knights must inflict pain and suffering to keep themselves sane, this again stigmatizes them from normal society and makes them even more hated. So to answer your question think of Death Knights much like African Americans between 1865 and the 1960s. Where they would be blamed, ostricized and so forth.
While certain groups would find them great soldiers and the military uses them for that very purpose they are still hated and ostricized.
