Go sub.

Shadow focus.

Prey on the weak.

Glyph of cheap shot.

Premed SnD, cheap, backstab, backstab, backstab, evis and move on.

Personally, I'll be using Assassination, mostly because I'd missed it so much during our Combat jamboree of the past year. I loved Deadly Momentum as a chain-mob-killing aid.

I'm going to do most of my leveling while questing, so sustained DPS is basically irrelevant to me. I'll be going with:

-- Nightstalker (lev 15) for the faster movement + burst
-- Nerve Strike (lev 30) because it's fun to stunlock quest mobs, though if Leeching+Recup prove powerful enough I may use Combat Readiness instead as an oh-crap button if I overpull
-- Leeching Poison (lev 45) because steady passive healing has more appeal to me while questing than managing Feint usage
-- BoS (lev 60) for better on-demand movement increases and running longer distances than I'd get from Shadowstep, though I may switch back and forth between the two just for kicks
-- Paralytic Poison (lev 75) at first just because I want to see how it works and how often it procs. Eventually I'll switch to Prey on the Weak, because of my aforementioned love for stunlocking quest mobs.

I'd be surprised if spec choices really impact your ability to get to level 90 quicker than any other rogue on the server. I think that sort of thing is way more likely to rely on how much sheer game time you put in once Pandaria becomes available, how stable your own connection to your server is, and what you spend your time actually doing. (E.g., will questing yield more XP than dungeons? Will particular quest lines be more efficient than others? How about dailies? Exploration? Gathering?)
