I use bind elemental all the time (just can't use it in DS). Farming out in Twilands you have those Twilight guys with elements- bind elemental there; MF dailies- bind elemental there etc. In the older heroics, bind elemental comes in handy.
When I'm healing dungeons, my CC's ALWAYS come in handy. Why? Because I've run into players that have no clue what a CC is (had a hunter once that had no earthly idea what a trap was- at level 85). One thing I like about my shammy healer, if I run into those types of players, I can CC when/what I need to.
Just because YOU don't use a spell, doesn't mean it needs to be changed/removed.

We already have more than one reliable cc, the exact number depending on talent selection. Also, that was not my point, was simply highlighting the fact that what you're advocating would simply turn Bind Elemental into Hex 2.0, seems rather boring.
I wouldn't mind having a talent to make Bind Elemental castable on Humanoids, it could replace saaaayyy Wind Walk and that could become Enhance exclusive (let's face it it should be anyways).
Such a talent would have to give Bind Elemental a 20ish second cooldown though.
