Can't buy subscription time

I ran into a problem where it showed error when I went to transfer a character, it would not accept the payment. I went to the support forum and posted. Shortly after that I went to my email and there was an email waiting for me to verify some things in order to move the character. If there is no email you can always call Blizzard billing and let them know there is a problem. That might be faster.
However, have you tried buying a 30 day game time card on the Blizzard Store? -
Sometimes when the website has such issues, the Blizzard Store can still process transactions and this may be a way of getting time on your account.

Yes and no.
Yes, it is very difficult to get through, there are alot of people calling.
But is it impossible? No.
You just need to be persistant. Call, if you cant get into the queue, hang up and redial again, right away, do not wait between calls.
trick is you want to spam redial, to grab the next free line, so you want to maximize your chances.. waiting, you loose out on chances.
Last time, took me about 22mins of calling, to get into the queue. While not optimal, it works.
