Does Blizzard outsource it's IT infrastructure? Why aren't you making use of the increasingly popular "as a service" consumption models available from many hosting organisations? These consumption models allow you to scale infrastructure up and down as you see fit and pay for only what you are consuming. Is this not the obvious way to go when experiencing hardware strain during peak times?

This only address half that statement. The game content is designed with X number of players in mind. If Halfhill had twice the players on it that it does now it would be even more hellish.
