The trend over the last two years has been the 70s and 19s as the most active. The 70s are active in the forums as well, filling up threads with convo like it's going out of style :-P
Trial accounts have boosted the 10-14 and 20-24 as well but from the limited experience I personally have with them it's hit or miss games. Someone with more exp with them weigh in!
The other brackets require planning as they coordinate which nights and what times they queue for BGs. The Battlegrounds forum will usually have posts on the first or second page with the bracket in the name.
As of time of posting 9/29/12:
EDIT: Forgot to include the 80s thread link. Sorry!

Also wouldn't surprise me to see the 80s get a bump from MoP and Blizz making Wrath 'baseline.'

70's are practically dead atm. Not very many recognizable players.
IMO: New expansion, not surprised.
Also, the reshuffling of class dominance has had an effect on all twink brackets. For example, since rogues got brought down from their lofty heights to being more or less balanced with others all the folks that put so much effort into them are probably upset.
The true test will be if the 70s come back after the glow of the shiny new xpac wears off.
