Damage of skills

What determines that? Is it your weapon? Speed of weapon? Damage range?

Most classes work on a weapon's Damage Per Hit, which is improved via Attack Power based on weapon speed. So most classes would prefer a really slow weapon to strike with, because it gets more damage for each special attack, and special attacks still go at the same speed.
However, a Monk's is based on DPS, which already accounts for speed. A faster or slower weapon will not make any difference. |

So for DPS just look for the best DPS weapons? What about 2H vs DW?
