On many of the items in the API (such as http://us.battle.net/api/wow/item/2447 Peacebloom), the requiredSkill parameter is filled.
In my particular example, Peacebloom shouldn't require Inscription. It shouldn't require any skill at all. Is this intended?

It definitely looks like the Inscription skill required to mill it. Green Tea Leaf ( http://us.battle.net/api/wow/item/72234 ) is showing a requiredSkillRank of 500, which is what you need to mill it.
Kyparite ( http://us.battle.net/api/wow/item/72093 ) is showing a requiredSkillRank of 550, which is what you need to prospect it.
Item != Node (Object)
This field would be for milling in the case of peacebloom, and prospecting in the case of kyparite.
To answer the OP's question; JSON will return everything required for that specific item. Once you receive the data and parse it, you only use what you need. So yes, it is indeed intended.
