If your raid's strat is to do stoneguard while constantly moving then you will not have much time to MG with keeping dots on both targets. As such you will be able to use FF alot more.
No other fight is really that insanely high mobility just yet. Feng is mostly stationary with panic mobility moments. Spiritbinder is pretty stationary outside of the totem shuffle. The kings can be mobile depending on order and how much you personally get chased but not as bad as stoneguard. Elegon is not bad (as a ranged). Emperors you really only have to move (as ranged) to kill the shielded add.
I went demo for stoneguard and don't think I really ever used fel flame since the spec has a ton of instants if you shift in/out of meta when you need to move. From a purely patchwerk numbers sense MG >> Fel flame. However FF can keep dots up as an instant while still doing some damage (and agony is an instant). Think of it like a far more complicated scorch...
On something like Garalon I'd expect fel flame to be used quite a bit if he's anything like beta. Guess we'll see once the content opens on live.
