You don't need to top the DPS meter in heroics (and you wont as any mage spec) but Fire does improve with crit, so all the specs will be similar for raiding.
Just wanted to see where things were at with specs... things seem to be changing alot as folks are hitting 90 and starting gear up to heroic gear. Frost is awesome (love the aoe) just wanted a change of pace and a new rotation, so glad they made it much more "go with the feel" then "this is the cookie cutter dps spec".

No idea what ure talking about, im a frost mage and am dominating every other dps class so far, single target and aoe. so if ure not topping the scales as a mage ure doing something wrong
Leveling, doing normals and first starting Heroics, Frost is the way to go. Once you start getting some gear with some good crit on it you can go back to Fire.
Fire and Frost are not that far apart from each other in MV right now. Fire is pulling ahead on most fights but its not by a huge amount. You can pretty much play either of those two specs.
Arcane is a bit behind both of those right now but people are still raiding Arcane and downing bosses.
So yea, like others have said you can pretty much go with the spec you enjoy the most.
i top the meters in every spec ive played around with
AOE - frost dominates and comes in 3rd single target
single target - Arcane wins (and strong aoe)
best of both worlds - fire
arcane is however (at my gear level) superior to fire currently and vastly superior to frost for single target
however, frost aoe is pretty fun too, can pull 200k+ dps in most heroic pulls when i help out guildies or alts etc
I enjoy fire more then the other specs. When in heroics as fire im usually 2nd right under first for trash because everything dies so quick cleaves from other classes take care of them. When it comes to bosses though, whole different story. Im usually 90k+ DPS on the bosses so i get carried through trash i do the carrying through bosses. Play what you want classes shine at different things, have fun.
Everybody knows how RNG dependent Fire is. When the stars align, Fire will blow things up. That doesn't mean that it will on average be so much better.
Well... if you take the time to look at WOL. On average, Fire is much better. Now will there be times that they pull similar DPS as Frost? Yes, but are you looking to pull similar DPS on average or the biggest numbers you can get?
Im only looking at 10m since that what my guild runs but 25m numbers is showing the same. Since many of you arent looking here are the fight by fight comparisons:

Not enough people have downed Emperor to get a good comparison. Play whatever you want, defend Frost as much as you want but these are real numbers. SIMS had a lot of problems especially with Hunters showing they were dead last with every spec. If youve raided this expansion then you know that is not true.
Im just asking you all to stop looking at SIMS now that real numbers are out. Is Frost still a viable raiding spec? Yes. Is it pulling the biggest numbers? Nope.
What should I be looking at to determine that's the case? It's not the top 200 of each spec. That is naturally going to favor a spec with a higher best-case DPS, which is what Fire is.
Something that averages out over all kills, not just the top N per spec, would be better--though Fire's RNG nature would still pose a slight selection effect.
It may well be that Fire is better right now in practice, but it's remarkably difficult to say that with the data we have. This is the kind of stuff statisticians get paid for.
