Did I miss my quest opportunity?

As a new player in WoW (2 weeks), I found I took too long to complete a quest. I was supposed to wear my bling and talk to people at the pool. At first I didn't know what to do next so I went exploring. That took too much time. Now I know what to do but no one is where they're supposed to be. Can I get some insight? Will I need to restart?

sometimes after periods of inactivity items(even npc's) needed to complete quests might disappear, it's happened to me a couple times just restart the quest you'll be able to pick it back up from the npc that gave it to you and you should be fine

To restart a quest, select the quest from your quest list (Hit "L") and then click the "Abandon" button. You can then get the quest again.
