Valatar, please check that caps-lock key on your keyboard too. You accidentally posted your title in all caps (not allowed here).
If you have some constructive suggestions on how to change the looting system, you'll want to post them in the Dungeons and Raids forum so that it can be seen by the development team. They do not come to the CS forums looking for in-game suggestions.
Also, I'd suggest leaving any profanity (masked or otherwise) out too. It doesn't help your cause.
That is a part of the loot system, you might see multiples of the same loot, or you might get a upgrade. Each boss has a set list of items dropped, so if you do the same bosses each week, you might get the same item for your class.
Some loot is multispec, so you might get a 2H weapon or 1H strength weapon for a DPS/Tank class. There is some items not totally budgeted correctly though for spec, so if you get an item that is not completely usable for the spec then submit a bug report on it.
This was a design intention. Too many people cried Ninja looter before the change, so the loot was made non-tradable.

The possibility that you'll receive loot and what loot you may receive is intended to be random. So yes, you may receive the same piece of gear that you already won. Again, this functionality is intended.
The new looting system was intended to take out some of the frustration that some experienced with the previous system. This way you are given an individual chance to win loot but that random factor hasn't been removed and will likely not be.
It should. Some items may be tagged incorrectly and in such cases it would be recommended to submit a bug report either though the In-Game interface or by posting in the Bug Report forum if you feel that you received an item that was not appropriate to your spec and role. The item cannot be exchanged for something else but if it is categorized incorrectly that may be able to be corrected.
An outline of how this system works can be found in the following blog post.

Again, that is intended. Since loot is individual and individually determined, it is not able to be traded between different members of the raid.
No, we do not sell gear/weapons for your characters. Anything that improves your character must be earned in-game and not paid for with real world currency. The only items we sell are cosmetic, like pets and mounts.
People have been talking since before the game was released, that will never change. If someone does not enjoy the content we provide this game may not be for them. That is the nature of an MMO, not every aspect of a game will please everyone.
With that said, our Developers appreciate any feedback you may have about the game, and any suggestions you may have for what you'd like to see. Please note that those of us who moderate the CS forum are not Developers nor are we liaisons with them.
If you would like your feedback seen by the appropriate parties, please post in the forum that is best associated with your subject. For example if you have feedback on a specific class, post within that classes forum. For feedback that does not fit within a specific forum the General Discussion forum is best.
Though our Developers and Community Managers are not usually able to respond directly to such threads they are read and again, very much appreciated. Player feedback is always considered, even if it may not always be applied.
