If the only argument against the OP's idea is that it penalizes warriors' DPS for the duration that they use defensive stance for PvE raid mechanics, then it isn't a very good argument.
You're trading something for that extra survivability. The warrior can even time cashing in their TfB stacks before going defensive and have a minimal loss of DPS. It adds another layer of player skill to min/maxing warriors. Or not, if you just don't want to use defensive stance in PvE at all, since they didn't balance the game around the assumption that you need to.

No more TfB procs while in defensive stance. Also, going defensive stance immediately causes all stacks of TfB to fall off.
This doesn't fix anything. They still have too much damage reduction while in defensive stance, and ahve multiple ways to get their health back to 35% while stalling and putting out more damage on their opponents. Stupid idea.
All stacks of TFB drop. Defensive stance only -10% dmg reduction if not Defense specced. Second wind nerfed to only provide 1.5% hp per second. You still have DBTS and Shield Wall. Don't cry about dying.
Reducing the amount of DR for non-prot warriors is what I'd like to see as well. 10% is still significant both in PvP and PvE, so in addition to that, add a -10% penalty to damage done while in defensive stance (could be baseline because prot wars do enough dps with vengeance), since the penalty to rage generation doesn't do much when most of your skills (CS, MS, OP) don't cost any.
For non-protection warriors, defensive stance should be something that they need to pick the right time to use, be it prolonged raid damage or being kited in PvP.
This is the part whare you need to be slapped.
the defensive stance buff is what makes Second wind so amazing in PVP.
