There is an unknown damage range that is not shown (skills currently only give you access to the base, which is probably a range). Its possible he hit the low ends and the high ends.

Hai2u! I have a strider. It was actually like my fourth pet to 25. I got him to kill my first legendary boss, and he worked out well. I spent hours fighting with him, and against elementals (with rain up) I hit about 1.1-3k every time non-crit on elementals. Then I crit about 1.7-9k on them. When it is not versus something that it is strong against the little guy usally hits about 800-900. And crits around 1.1-2k. I hope this helps you out a little bit. This is just from hours and hours of farming Nishi, and also doing the legendary dailies every day. :3

Doing some math.
Pump 45 base, 2.25 ratio + 10% bonus
(257 +45) * 2.25 * 1.1 = 747.45
Rip + Blood in the Water
Rip 14 base intial, 5 per round for 5 rounds (25 total), .75 ratio on intial, .25 on the bleed
305 ATK rip is doing 242.75 intial, 81.25 a round (406.25 total). Over 2 rounds, its done 405.25.
Blood in the Water
40 base, 2 ATK ratio
305 ATK blood in the water is hitting for 650.
All together thats 1005.25 damage. Blood in the Water + only 2 rounds of rip all together hits for more than a single Pump.

I think Pump is a very good skill. I think aquatics in general are underrated in pvp. I use striders and with 273 and 260 power they hit for between 630 and 660. Add in cleansing rain and 800-900 non crit hits are the norm so I believe Roll when he says he sees this. These are normal hits, not against Elementals.
The puffer hits a lot harder but his jerky moves annoy me so I only bring him out when someone's running a particularly annoying elemental.
Pump, IMO, isn't overpowered but it is very strong and as it can be stored you can still keep your opponent guessing. I would put in in the realm of spells like Conflag, good spells, hard hitting, not OP.
This thread makes me sad that my #4 Emperor Crab doesn't have pump. /pout
Pump is strong but the 900 dmg pets suffer greatly when it comes to speed. I prefer a faster strider who I can pump, put up cleansing rain, swap and then later in the game (before weather dies) swap blam! ninja pump!
Can't do that with a slow pet, and anyone with half a brain will throw in an avoidance pet when they see a strider.
You don't say? That'd be the intention. Same as being told Fluxfire Feline is strong by six or seven people.
