You can't expect people who have the means to kill a rare, epic dropping world boss to just sit back and wait for hours for horde to gather a raid together. A lot of people focusing on Galleon still need to the gear to progress their guild's raiding.
Galleon usually spawns every Tuesday. It has nothing to do with "alliance having nothing better to do than camping him 24/7" I can guarantee horde players are doing the same thing in hopes of killing him for gear, alliance just has the ability to fill up a raid in less than 5 minutes.
If you want to kill Galleon on horde, then make a raid the second you see him... but don't expect alliance players to hinder their character's progression just because you want to kill him.

Killing a world boss, in this game and every other game in the past, has always come down to who could mobilize enough people the fastest.
The horde simply dont have enough people left to do that. It has nothing to do with someone being "Alliance" or "Horde," its just raw numbers. It has nothing to do with "having nothing better to do," its Math.
The quicker you realize that the exact same kind of people play both factions, the better off you'll be.
