I get this question pretty often.
And while I answer it on the occasion it arises I thought it would be remiss to keep that answer private, as there maybe others whom have had the question yet haven't asked it.
We are of the opinion that 25 people wanting to raid does not equate to 25 raiders.
Of our three teams 2 are for the east coast time slot and 1 for the west, the west coast team was formed for people who despite their desire to cannot raid at the east coast times.
For the current tier of raiding 25 mans are shelved UNLESS we see a huge spike in recruitment.
We have the numbers to sustain a 25 man team right now, but 25 people that say they want to raid and 25 raiders are not the same thing. As we continue our recruitment it has been decided we will revisit the idea of 25 mans if we see ten more raiders join the guild.
If that does not change we will not be making any changes to how we run things. In the next tier we will pick up 25 mans for the current tier, but unless we see more raiders we won't raid 25s in current content.

If you are confident in your ability to play this game beyond minimum requirements (ie, a tank that isn't squishy, a heals that can keep up with other healers, a dps that can out dps a tank) Then we would be happy to extend you a tryout for any of our teams. Try-outs are limitless.
We don't run core positions and one of the agreements to make Raider ranks is to be willing to offer your position for others to learn. We rotate between boss fights and prioritize getting people the loot and or experience they need.
We don't cancel raids thanks to this method or are burdened by the loss of a single raider if and when they leave. Aiming for a team of exactly ten or exactly twenty-five only gets you so far.
