I have an idea for some warriors who complain about rage regen either during specific or nonspecific moments.
It's called sadistic fury - You damage yourself to gain X amount of rage, at the cost of X% armor loss and/Or X% health lost. You can fill in the rest. Similar to life tap, but more effective on some aspects.

Currently leveling a tauren on Zul'jin and have this toon capped and raiding. Let me tell you there is a big difference.. in how quickly you can spend rage I find my self going AFK yes.. 10 seconds with no rage.. on my tauren. This guy "Lexer" has rage almost all the time there are moment where i will be drained. but thats because i got into a grove and the income changed.. so naturally....I starve myself. As more crit 30-35% unbuffed becomes available i will enrage more thus filling in this small gap of about 5 seconds..
because what i am seeing is when i don't have something proc or on cool down going my rage income stops.
To sum up your rage, will get better with gear.. relax.
It'll only take around 15k crit rating if I'm not mistaken. Probably be pretty close in T16, depending on how many items come with base crit.
