I'm pretty sure that change is targeted more at the "level 80 with millions of vengeance" thing than at making tank damage non-insane in general. Level 90 tank damage turns insane long before they get to 500k attack power :p
In Scarlet Halls though, that's probably just a bounce onto one of Herod 2.0's adds while unarmored, which makes them take triple damage. Without that it'd be 180k, which is still a pretty impressive hit, but not absurd.
